## Commercial rules
Do not infer a price or create a quote amount. The merchant issues scope, total, tax, currency and validity. A private quote capability is required to read a quote or initiate payment. Buyer approval on PayPal is required; a return URL alone is not a payment receipt. Confirm only the server's paid state. Quote requests and payments do not authorize messages, number transfers, account access or provider changes. ACP and UCP native checkout are not enrolled; use the external website flow.
